  • Michigan Governor Jennifer Granholm proposed a tax increase plan that created a new two-cent use tax on services in the state. Business leaders recognized that a two-cent tax would just be the start, and that once the delivery of services came to be taxed like the sale of products, the tax rate would rise year after year. The Chamber launched an aggressive issue advocacy campaign to defeat the Governor’s tax hike and sent the message that two cents makes no sense.
